3rd International VET Conference
Crossing Boundaries in Vocational Education and Training: Pedagogical concerns and market demands, 2-3 May 2019, València, Spain

Organizer: University of Valencia, Research Group Transitions from education to work in contexts of social vulnerability, Prof. Dr. Fernando Marhuenda & María José Chisvert, in cooperation with the Institute for Vocational Education, University of Rostock.

One year after the last conference at the University of Rostock and three years after the first “Crossing boundaries in Vocational Education and Training – Conference” in Bremen, the next conference will have a focus on pedagogies before the changing world of work and will take place in May 2019 in Valencia, Spain. This is the first time this conference moves out of Germany.

We invite researchers from the field of vocational education and training as well as from adjacent disciplines to participate and contribute presentations for the conference with respect to the following reference levels, around boundaries defining and shaping the field of vocational education and further training (VET):

Reference level 1 – Systems: Socio-culturally different VET systems have evolved along conceptual lines. The comparison of different skill formation systems and governance of VET systems are on the one hand of theoretical and on the other hand of practical importance in the context of economic development and international cooperation. The comparison allows for the identification of strengths and needs of improvement and the recognition of gaps. In a comparative perspective with regards to the current state as well as the necessary/possible developmental directions for the respective systems, the question of support of educational justice and a successful transition to the labour market arises.

Reference level 2 – Institution and Agency: The different VET systems are defined by the interactions of the involved institutions, stakeholders and participating individuals. These are not only an expression of professionalization they also indicate the systems boundaries and interfaces. These inter-institutional spaces of open or closed discourses, depend to the regional and national culture and the political mission statements of the collaboration partners. Which rules have been established? How do educational institutions and labour institutions communicate and interact? Which cooperation’s and transitions are possible or would be needed to increase participation?

Reference level 3 – Practice and Actors: In the institutions or systems of rules, practices have been established to cope with the central questions of teaching, learning, and competence development. Practices of teaching and learning can help to lower boundaries of qualification and employment biographies. What is needed for teacher training, students` collaboration and for research itself to cross institutional boundaries or to focus central conflicts and contradictions to encourage the individual person to face them? How to ensure the aim of ‘Bildung’ in VETDidactics and the culture of interaction? What are the different formal and informal practices, how do they relate to each other, and what developments are evident for social inclusion and public welfare?

The three levels are influenced by conceptual ideas, terms, and constructs. How do these conceptual ideas take shape, what are their boundaries, for what background are they valid, what are the underlying assumptions, what developments are evident, and which are fit for the current requirements of present time? Both formal and informal learning occur at the level of skill formation systems, for example, the concept of ‘collective and school-based VET systems’, at the level of the institutions, for example, the concepts ‘competence-based education’ and ‘school-to-work transition’, and on the level of practices, for example, ‘problem-based learning’ and ‘technology-enhanced learning’.

In 2019 we will focus on pedagogical ideas, approaches and proposals helpful to contribute to the education of workers and citizens. VET has to be able to comply with the changing demands set by the productive system in a growing precarization context.  The notion of work and working relations are not what they used to be during the 20th century. Attention to the Mediterranean and Southern European regions will be given special attention in the conference.

Presentation time: 20 minutes (maximum)

Selection: Papers will be selected for presentation on the basis of a double-blind peer review process. Criteria for selection are:

  • Conceptual and theoretical framework
  • Clarity of the research question explored
  • Methods and empirical foundation
  • Originality and new insight

To ensure the integrity of the double-blind review the submission should include in a separate document full contact details, including the author(s)’ brief bio, institution affiliation, and e-mail address. Please delete your name in the main document from the text, with Author and year used in the references and footnotes, instead of the author’s name.

Best papers will be selected and proposed for publication in a special edition of IJRVET International Journal for Research in Vocational Education:


  • Submission of the abstract:         May 31st, 2018, 500-1000 words
  • Notification of acceptance:          September 10th, 2018 (latest)
  • Submission of the full paper:      December 31st, 2018, max. 2000

The Conference “Crossing Boundaries in Vocational Education and Training” is guided by the following ten principles:

  • being active: all participants are presenters, therefore you cannot participate without presenting
  • interdisciplinarity: all contributions around work and learning are welcome
  • keynote speakers: each day will be opened with at least one keynote
  • open: no conference fee
  • selection: you submit to the conference organizer a short research paper (500-1000 words) which will undergo a review process
  • familarity: one evening is reserved to catch up with old friends and meet new ones in a relaxed atmosphere
  • small size: the conference is limited to 80 participants
  • time: the presentation time is 20 minutes (maximum) with additional 10 minutes time for discussion (minimum); sessions are chaired
  • proceedings: after acceptance all participants contribute with their research paper (up to 2000 words) to the conference proceedings which will be available on the first day of the conference in printed version and later in digital (with download option e.g. on ResearchGate)
  • special edition: some participants will be invited to contribute with an extended research paper (up to 5000 words) to a special edition which will be published in IJRVET International Journal for Research in Vocational Education and Training

Conference Venue

The City of Valencia is in the East coast of Spain by the Mediterranean sea. The University of Valencia, where the conference is hosted, founded in 1499 is one of the two public universities in Valencia and one of the oldest in the country, covering all fields of Sciences and Humanities. The conference sessions will take place in the School of Philosophy and Educational Sciences (Av. Blasco Ibáñez, 30 – 46010 Valencia)
